Rowell Family Empowerment of Northern California, Inc. (RFENC) is a parent-founded and parent-run organization that provides direct services to families with children with disabilities ages birth to 22 in its six-county catchment area. Our services include support, training, and parent consultation to guide those who may not be familiar with the special education system or related services. RFENC is mostly funded by state grants and contracts. We provide assistance to families whose children have a diagnosis, are at risk, or whose parents are concerned and would like to seek an evaluation. With our help, families can gain the knowledge and resources needed to empower their children with disabilities.
