The Arc of Northern Shenandoah Valley was founded in 1967 in the Winchester area by a group of determined parents of children with intellectual and developmental disabilities, with the aim of creating more inclusive communities, schools, and opportunities. Together, they have fought for home community-based services, inclusive education, the passage of Rosa’s Law in 2010, and the creation of Supplemental Security Income for individuals with severe disabilities. We continue the proud tradition of empowerment through advocacy, community-based education, and collaboration.
